HOUSING AND URBAN DEVELOPMENT AGENCY
Housing and Urban Development Agency is an institution of the Ministry of Environment, which seeks to ensure the proper implementation of programs and measures defined in Lithuanian Housing Strategy in order to create and develop urban planning concepts, effective housing management and maintenance system, promote effective use of energy and enhance energy-efficient modernization of private and public buildings in Lithuania.
It was established in 2001 as a Housing Agency on the basis of five regional advisory centres, which were created to support homeowners participating in the Energy Efficiency Housing Pilot (EEHP) Project. Since May 2007 Housing Agency was delegated for more functions to develop urban concepts and became Housing and Urban Development Agency.
Housing and Urban Development Agency provides support to municipalities, building administration and maintenance companies, home owners. In attaining objectives the Housing and Urban Development Agency carries out the following tasks:
- prepare and implements programs foreseen by the Lithuanian Housing Strategy;
- provides administration of "Modernization of multi-family buildings" Program;
- provides counselling on legal, technical, financial, organizational and other issues related to housing and urban planning;
- implements public information programs;
- organizes training and education in the areas of management, accounting, house administration and planning;
- prepares housing maintenance and exploitation programs and projects seeking to encourage establishment of Home Owners Associations;
- preparing proposals on draft laws and other legal acts regulating
- housing maintenance, exploitation and modernization;
- prepares and implements investment programs and investment projects for residential houses, social- public buildings;
- cooperates with municipalities concerning formulation and implementation of the housing policy;
- analyses housing problems and provide proposals regarding housing to decision making and local government institutions.
Subdivisions of Housing and Urban Development Agency are located in Vilnius, Kaunas, Klaipėda, Šiauliai, Panevėžys, Alytus, Marijampolė, Telšiai and Utena.
